Says the Talmud (Megillah 3a): Ravina taught a simple remedy for one who is frightened for no apparent reason: Say the Shema! And if praying is not possible because you are in a place not fitting for prayer, you should move a short distance away and thereby escape danger. If it’s impossible to physically move, say this incantation:
עִיזָּא דְּבֵי טַבָּחֵי שַׁמִּינָא מִינַּאי
“The goat of the slaughterhouse is fatter than I am.”
In a book Shiurim B’Haggados Chazal: Maseches Megillah, R. Chanoch Gebhard explains: “The goat mentioned in the spell alludes to the ‘se’ir hamishtale’ach,’ the goat thrown off the cliff on Yom Kippur ‘to Azazel,’ the forces of evil. Hashem, who created and controls all forces in the universe, has commanded us to ‘appease’ the forces of evil with this goat once a year. The lachash [spell] therefore, serves to remind the forces of evil to satiate themselves with the portion Hashem allotted them, the goat sent to Azazel, and leave the frightened person alone.”
